Drive from Rameswaram town over Pamban Bridge to the blacktop road that ends at Arichal Munai; come at sunrise/sunset for the best light, but do not swim currents are strong. Check local police/forest advisories for timing or weather restrictions, carry sun/wind protection, and expect minimal facilities near the tip.
